Think Twice: Milwaukee Parental Choice Program (MPCP)

The Milwaukee Parental Choice Program (MPCP) – the nation’s largest urban school voucher program established in 1990 – was required by the Wisconsin legislature to submit test scores for evaluation to the University of Arkansas’ School Choice Demonstration Project (SCDP). The SCDP released a set of 36 reports from 2007-12.

As a part of the Think Twice think tank review project, the Great Lakes Center for Education Research and Practice (GLC) funded seven reviews of the SCDP reports. These reviews were completed in collaboration with the Education Policy Research Unit (EPRU) at Arizona State University, the Education and the Public Interest Center (EPIC) at the University of Colorado Boulder, and the National Education Policy Center (NEPC) also at the University of Colorado Boulder. Think Twice is a project of NEPC, with funding provided in part by the Great Lakes Center.
